Abstract: Amidst the COVID-19 pandemic, superior education demonstrat­ed remarkable adaptability during crises, particularly by swiftly embracing a borderless virtual learning environment. From this perspective, the paper is focused on the resilience of the university educational system, underlining the importance of two key pillars that model it: the pattern of national cul­ture and the level of public spending on education.

To this end and by reference to Hofstede’s cultural dimensions theory, the paper highlights that the pattern of national culture explains a good deal of the levels of budget allocations on education between 2007-2020 of the cur­rent 27 EU member states.

Thus, beyond the good practices identified in the institutional development plan by implementing a new management model, the results of the paper analysis indicate the need to consolidate the national educational policies through proper financing of the field, towards achieving the European Ed­ucation Area.
